カーボンニュートラル宣言 ― 気候変動への取組方針

一般社団法人サステナブルレジリエンス機構（以下「当機構」）は、脱炭素社会の実現とレジリエントな社会づくりを使命とする組織として、自らの事業活動および事業を通じた社会全体の温室効果ガス（GHG）削減に取り組みます。本方針は理事会の決議（2026年4月1日）に基づき制定・公表するものです。

1. 削減目標

長期目標（2050年）
当機構は、サプライチェーン全体（Scope1・2・3）の温室効果ガス排出について、2050年までのカーボンニュートラル（実質ゼロ）達成を目標とします。

自社排出（Scope1＋Scope2）
自らの事業活動に伴う直接排出（Scope1）および購入電力等に伴う間接排出（Scope2）については、2050年を待たず、2040年度までに実質ゼロを達成します（基準年度：2024年度）。

中間目標・Scope3

  • Scope1＋2：2032年度までに2024年度比50％以上削減（2040年度実質ゼロへのマイルストーン）
  • Scope3（出張・調達等のサプライチェーン排出）：2030年度までに2024年度比30％削減、2050年までに実質ゼロ

2. 主な取組

  1. 再生可能エネルギー由来電力への切替：事務所で使用する電力を再エネ由来メニューへ順次切替え、2040年度までに実質再エネ100％とします。
  2. 省エネルギーの徹底：高効率機器の採用、ペーパーレス化、業務のデジタル化を推進します。
  3. 移動・出張の低炭素化：オンライン会議を原則とし、渡航が必要な場合は直行便の選択等により排出を抑制します。
  4. 排出量の算定と開示：GHGプロトコルに準拠してScope1・2・3排出量を年次で算定し、本ページで開示します。
  5. 国民運動への参画：環境省「デコ活」の趣旨に賛同し、デコ活応援団への参画およびデコ活宣言の登録を行います。

3. 事業を通じた貢献（削減貢献量）

当機構は、二国間クレジット制度（JCM）等を活用した国際的な脱炭素プロジェクトの組成・実施を通じ、パートナー国における大規模なGHG排出削減と日本のNDC達成に貢献します。これらの事業による削減貢献量は、自社目標（Scope1・2・3）の達成手段とは明確に区別した上で、プロジェクトごとに公表します。

4. ガバナンスと見直し

本方針および目標の進捗は代表理事の責任の下で年次でレビューし、理事会に報告します。事業環境や算定基準の変化に応じて、目標水準は野心度を後退させない原則（ラチェット原則）に基づき見直します。

Carbon Neutrality Declaration — Our Climate Commitment

The Sustainable Resilience Organisation, GIA (“SRO”), whose mission is to help realise a decarbonised and resilient society, hereby commits to reducing greenhouse gas (GHG) emissions from its own operations and across society through its projects. This policy was adopted by resolution of the Board of Directors on 1 April 2026.

1. Targets

Long-term (2050): SRO commits to achieving net-zero GHG emissions across its entire value chain (Scope 1, 2 and 3) by 2050.

Own operations (Scope 1 + 2): SRO will achieve net-zero emissions from its own operations by FY2040 — ten years ahead of 2050 (base year: FY2024).

Interim and Scope 3 targets:

  • Scope 1 + 2: at least a 50% reduction from FY2024 levels by FY2032, as a milestone toward net zero in FY2040
  • Scope 3 (business travel, procurement and other value-chain emissions): a 30% reduction from FY2024 levels by FY2030, and net zero by 2050

2. Key actions

  1. Switching office electricity to renewable sources (100% renewable by FY2040)
  2. Thorough energy efficiency, paperless and digital-first operations
  3. Low-carbon travel: online meetings as the default; optimised routing when travel is essential
  4. Annual measurement and disclosure of Scope 1, 2 and 3 emissions in accordance with the GHG Protocol
  5. Participation in the Japanese Government’s “Decokatsu” national movement (Decokatsu Support Team membership and Decokatsu Declaration)

3. Avoided emissions through our projects

Through the Joint Crediting Mechanism (JCM) and other international decarbonisation projects, SRO contributes to large-scale emission reductions in partner countries and to the achievement of Japan’s NDC. Avoided emissions from these projects are disclosed per project, clearly distinguished from our own Scope 1–3 targets.

4. Governance and review

Progress against this policy is reviewed annually under the responsibility of the Representative Director and reported to the Board. Targets will be revised only in the direction of greater ambition (ratchet principle).
